My name is Dr. Patrick Oliver and I serve as a subject matter expert and lead consultant for the Office of Law Enforcement Recruitment. In my current role, I serve as the Director of the Criminal Justice Program at Cedarville University. I have served as chief of police for the cities of Fairborn, Grandview Heights, and Cleveland, Ohio, and the ranger chief of Cleveland Metropolitan Park District. I'm a Certified Law Enforcement Executive (CLEE). I have earned a Bachelor of Arts in Criminal Justice, a Master's in Business Administration, and a Ph.D. in Leadership and Change. I currently serve as a consultant and trainer with the International Association of Chiefs of Police, the National Organization of Black Law Enforcement Executives, and the Ohio Association of Chiefs of Police.
I have had the honor to serve as commissioner for the Commission on Accreditation for Law Enforcement Agencies, president for the Ohio Association of Chiefs of Police, and as a Peer Reviewer in Higher Education for the Higher Learning Commission. I am the founder and Director of the Chief Executive Officers Mentoring Program for the National Organization of Black Law Enforcement Executives. I am a graduate of Penn State University Police Executive School, FBI's Law Enforcement Executive Development School, and Ohio Association Chiefs of Police Executive Leadership College. I also authored the book, Recruitment, Selection, and Retention of Law Enforcement Officers published by Looseleaf Law Publications Inc.
The facilitation of the recruitment, selection, and retention of law enforcement officers is my greatest professional passion.
